LEAD: Lack of cash has shut down one of the city's three Spanish-language dailies, the newspaper's lawyer said today. ''The paper was undercapitalized, and they ran out of money,'' Jose Mariano Castillo said of El Diario de Los Angeles, which ended publication after Saturday's issue. Mr. Castillo said El Diario's owners, Inmobiliaria America Latina Inc., hoped to revive the newspaper, which was begun in May 1987 and had been losing about $80,000 a month.

Aide at Pentagon Backtracks On Changing Military Paper

LEAD: A Pentagon spokesman said Monday that the armed services newspaper Stars and Stripes, accused of censorship in recent years, would be run in the future by civilians instead of military officers. The remark apparently took a Pentagon-appointed ombudsman by surprise, and today the spokesman said such a decision would not be made until the ombudsman, who is studying the newspaper, submits his report.

LEAD: The Centel Corporation said it agreed to buy the cellular telephone franchises serving Aiken, S.C., and Augusta, Ga., from the Pond Branch Telephone Company for undisclosed terms. It said the deal was subject to the approval of minority shareholders and state and Federal regulators. Centel serves 41 markets and is the 10th-largest cellular company.

A Disney spokesman declined to comment, but analysts attributed the jump to heavy demand in Europe for newly issued shares of Euro Disneyland, the theme park Disney is developing outside Paris.

LEAD: The General Electric Company's aerospace operations in Syracuse resumed shipping products to the Navy and Air Force after Defense Department officials determined that the company had corrected serious procedural and quality control problems. Sanctions were imposed in February because the company was found to be mixing production on contracts for both the United States military and foreign governments, whose specifications were less stringent.

LEAD: An investment group led by the Atalanta Sosnoff Capital Corporation, a New York money management concern controlled by Martin T. Sosnoff, has lowered its stake in America West Airlines Inc. to the equivalent of 6.2 percent from 8.4 percent. In a filing with the Securities and Exchange Commission, Atalanta Sosnoff gave no reason for the sale.
