Sentiment in the financial district, which has been improving during the last week because of the recent resistance of the stock market to unfavorable news, was more cheerful yesterday than for some months. The result of this change of heart on the part of the leading traders, with the more favorable news developments, accounted for a brisk rally in both the railroad and industrial stocks.

It was not surprising, therefore, that Germany's "feeler" offering to cease passive resistance in the Ruhr, subject to certain concessions by the French, should have been literally "welcomed with open arms" in our financial districts yesterday and used as a forceful lever in getting the markets higher.
