International The U.S. and Moscow are poised to announce at the Geneva summit meeting that they have agreed to combine efforts to halt the spread of chemical weapons, Administration officials said. O'Neill Jr. planned to say today he had high hopes for the meeting. A decade ago, when some senior members of his Miami law firm dropped in on Xavier Suarez, they found themselves stepping over five filing boxes on the carpeted floor of the office of the young Harvard Law graduate. ''We asked him what was in the boxes,'' Tony Zamora, one of the older men, now recalls, adding that ''he said it was his pro bono work,'' dealing with cases he took as a public service. ''We almost fainted,'' Mr. Zamora said. ''Most young lawyers have five or ten pro bono files. This guy had five boxes of files!''

A producer for C-Span, the nonprofit cable network, today accused the nation's oldest journalistic society, Sigma Delta Chi, of practicing a ''double standard'' by not allowing the network to videotape a roast of Walter Cronkite on Thursday night. ''The editors and publishers would scream to high heaven if they weren't allowed to cover a newsworthy meeting,'' said Carl Rutan, the producer for the public affairs cable network. ''Yet they organize a newsworthy meeting and turn around and say 'we're different. No cameras, please.' ''

2 Journalists Cited for Works On 'Subversion of the Media'

Paul Anastasiades, a Cypriot journalist, and John Barron, senior editor of The Reader's Digest in Washington, have been given a joint award of $70,000 for ''the best investigative journalism into subversion of the media.'' The award was made by Sir James Goldsmith, a British financier and publisher who has an international food manufacturing and retailing group.

What would heaven on earth be for a peddler from the media? How about getting the chance to pitch to a group representing advertisers whose total annual media spending is well over $10 billion? Do you hear those angels singing? Just such an opportunity fell into the laps of some top people from the advertising promotion associations of magazines, radio, newspapers and television today, as the the Association of National Advertisers ended its three-day annual meeting at the Boca Raton Hotel and Club. The theme for the session was ''Creativity: How It Looks and Sounds,'' which meant that none of the participants slipped in any competitive needles, nor did they get bogged down in the statistics that sometimes fill such presentations.

House Passes Water Projects

The House today overwhelmingly approved a $20 billion program for dams, harbors and a number of other water projects over the next decade. The measure, about twice the size of one pending in the Senate, is part of Congress's latest attempt to enact its first omnibus water projects bill since 1970.
