In his letter of resignation to the chairman and editor in chief, Mortimer B. Zuckerman, who had wanted him to take a more active management role, he cited commuting difficulties.

LEAD: The Southnet Corporation and Fone America Inc., two long-distance telephone companies, agreed to form a joint venture. Southnet, based in Tampa, and Fone America, a Nevada company, plan to consolidate and share switching centers, data-processing services, network facilities and billing services.
