Secretary Proctor yesterday filled the vacancy on the limited retired list of the army, caused by the death of Col. Isreal Vogdes, by the retirement of Capt. George F. Barstow, Third Artillery.

The training ship Jamestown sailed from Newport yesterday on her Winter cruise to the Windward Islands. She will remain at sea twenty-five days before making any part. She will go as far south as Trinidad.

The United States steel dispatch vessel Dolphin sailed yesterday to join Admiral Gherardi's flag in the West Indies. She was detained in port by the delay in arrival of a rapid-fire gun recently shipped to her from the Washington Navy yard.

All the departments, with the single exception of the Seventh Judicial District Court, had their requisitions for stationery in when the Board of City Record met yesterday. Supervisor Kenny explained that the change in the Clerkship of that court and Judge Monell's illness were undoubtedly the cause of the delay, and the requisition will be received later.
