WASHINGTON, Dec. 29.--Post Chaplain Brant C. Hammond has been relieved from duty in the Department of Texas and ordered to report for duty at Fort Douglas, Utah Territory.

LONDON, Dec. 29.--The Financial News continues to editorially discuss the Canadian Pacific Railway guarantee. It says: "A couple of weeks ago the Times gave currency to a rumor from the Stock Exchange to the effect that an attempt was being made to get an extension of the Canadian Pacific guarantee for five years.

DETROIT, Mich., Dec.29.--Senator Palmer, who is spending the holiday recess at his home in this city, was asked to-day to explain the features of the bill introduced by him in the Senate just before adjournment, imposing restrictions upon immigration.

LONDON, Dec. 30.--To the stories of the concentration of Russian troops in Poland, of which the Times to-day is filled, there are now added circumstantial accounts of a great movement of troops into Bessarabia, all along the Roumanian-Turkish frontiers.
ARMY AND NAVY NEWS.; WASHINGTON, Dec. 30.--Ten colored recruits have been ordered for assignment to the Twentyfourth Infantry, Department of the Missouri; 65 recruits for assignment to the First Infantry, Department of California. Capt. William H. Rexford, Ordnance Storekeeper, has been appointed to act as inspector on certain medical proporty at the Indianapolis Arsenal.

DEATH OF TWO SISTERS.

LEBANON, Penn., Dec. 30.--Susanna Ruhl, aged 60 years, died in this city yesterday. A messenger was sent to carry the news of her death to her sister, Mrs. Daniel Luiz of Greble, this county. He met on the way another messenger who was coming to this place with the news of the death of Mrs. Lutz, she having died almost at the same time that Mrs. Ruhl's death occurred. She was aged 73 years.

PARIS, Dec. 30.--Ex-Colonial Secretary Etienne has written a letter in which he says that the plan for a mixed Government over the New Hebrides is impracticable. A division of the archipelago between France and England he declares to be the only logical solution of the matter.
