CBS Defers Expansion Of News to One Hour

CBS announced yesterday that it was indefinitely deferring plans to expand its evening news program from 30 minutes to an hour by next year, apparently bowing to strong resistance from many of its affiliated stations. CBS had been the most optimistic of the three networks about expanding the news, and its decision makes it highly unlikely that any network will offer an hourlong newscast in the foreseeable future. Spokesmen for both ABC and NBC said yesterday that there were no current plans to pursue expansion of their news to one hour. CBS's announcement comes at a time when all three networks are developing plans to offer new news programs between midnight and 7 A.M. ABC yesterday announced plans for another such program, a onehour weekday hard-news broadcast to precede ''Good Morning America,'' from 6 to 7 A.M.

TRIBUNE CO. WARNS UNIONS AT DAILY NEWS

The owners of The Daily News said yesterday that they would shut the paper if the man they want to sell it to cannot reach an agreement with the unions on cutting costs. They did not set a firm date for such a shutdown. The owners, the Tribune Company, agreed last week to turn the newspaper over to Joe L. Allbritton, a Texas and Washington financier, and gave him until April 30 to win concessions from the paper's 11 unions. His representatives began direct talks with four of the unions yesterday.

Rear Adm. John F. Woodward, the 49-year-old commander of the British flotilla that is steaming south toward the Falkland Islands at 18 knots, has been given no specific orders. The reason is simple: Prime Minister Margaret Thatcher's Government has not decided exactly what it wants the fleet to do. The force is carrying Harrier ''jump jets'' that could bomb Argentina, missiles for use in naval or aerial battles, torpedoes that could sink Argentine ships, amphibious vehicles for a landing in the islands and even 2,000 collapsible cots in case the 1,800 Falklanders are evacuated. Mrs. Thatcher hopes, as she and her Cabinet colleagues have said repeatedly, that economic and diplomatic pressures will persuade the Argentines to pull their troops out of the Falklands, which they seized in a raid at dawn last Friday. But they see little prospect of success with an Argentine Government that has staked its future on keeping control of the islands. One possible solu-tion being discussed in Washington on Monday was a carbon copy of an agreement that was almost reached last year. Argentina agreed to accept titular sovereignty in return for a long leaseback to Britain, with the two countries to share any oil revenues. The agreement collapsed when the Falklanders rejected it.

News of Music; MUSICIANS AND AFTRA TALKING MERGER

THE American Guild of Musical Artists is negotiating a merger with the American Federation of Television and Radio Artists. Preliminary talks between the two unions began last summer in Cleveland and have proceeded in earnest since February. Reports are that an agreement will be reached before the end of the year. Increasingly, the music profession is directing its hopes toward the electronic media, and the talks represent one of organized labor's responses to the trend. The guild is a small union of about 5,000 members and consists mainly of solo singers, opera choristers and dancers. The guild negotiated the Metropolitan Opera Chorus contract during the contract talks at the Met last season. Aftra is a union of about 55,000 members and represents television performers and news people. With opera companies becoming more and more active in public and cable television and in videodisks and cassettes, the guild's performers have found their jurisdictions overlapping with those of their larger sister union. The Met's choristers in its ''Live From the Met'' broadcasts, for example, operate under contracts negotiated by Aftra and hold Aftra as well as guild memberships.

A relentless snow was beating down outside the window of the huge, paneled office of Sanitation Commissioner Norman Steisel yesterday morning. Inside, the blinds were drawn and it might as well have been spring. Mr. Steisel is not a man to stand at the window and fret. As the city official ultimately responsible for the clearing of streets and highways, he might have been pardoned an occasional anxious peep through the slats, but this is not his style. His snow emergency plan was in force. His deputy commissioner in charge of operations was in charge of the snow command center upstairs. And fretting was clearly not in order.

Three weeks ago, a civilian wrecking crew of about 40 Argentines landed on the British island of South Georgia to dismantle an abandoned whaling station and hoisted the Argentine flag. On Friday, thousands of Argentine soldiers invaded the British colony of the Falkland Islands, including South Georgia. Today they are digging in as half of the British Navy steams toward the islands. Why did the Argentines do it? The specific reasons are unclear, but underlying the seizure of the British islands are a fervid nationalism, a frustrating sense of national failure in recent years and a Government with its back against the wall domestically. ''A convergence of events made the invasion look sensible in local eyes,'' a diplomat here said. Angel Robledo, a leader of the opposition Peronist Party, said: ''With so many bad things in the country, this is finally a good thing. Retaking the islands has a moral and spiritual tone for the Argentine people.''

International A first nuclear strike by the U.S. will not be renounced by the Reagan Administration, nor will it agree to a freeze of nuclear weapons at present levels maintained by the United States and the Soviet Union, Secretary of State Alexander M. Haig Jr. said. Both positions are necessary to maintain a strong nuclear deterrent force for protecting ''the essential values of Western civilization,'' Mr. Haig said in a speech on nuclear arms policy at a meeting in Washington sponsored by Foreign Policy Association and Georgetown University's Center for Strategic and International Studies. Intense Islamic fervor has apparently given Iranian troops a sense of motiviation and morale that was an important factor in their recent victory that broke the long deadlock in the war with Iraq. 3 MEN WHO HOLD KEYS TO A TRANSIT SETTLEMENT

Three members of an arbitration panel began this week to hear the proposals of two unions representing the city's 35,000 bus and subway workers. One, Dan Collins, is a twice-a-day subway rider who says he will be looking out for ''the interest and welfare of the public.'' Another, Avid Anderson, a World War II navigator aboard a B-17, believes that public-employee unions should not be allowed to use their power over the lives of the city's residents as a cudgel in negotiations. And the third, Milton Friedman, a professional arbitrator for 30 years, insists that the key to labor-management agreement lies in a painstaking analysis of the issues. Here is a look at the three men and their lives. During the 1980 transit strike in New York City, Arvid Anderson, chairman of the city's Office of Collective Bargaining, suggested that a ''good sequel'' would be new legislation providing for arbitration of such disputes. The proposal, made at a critical moment, was in line with a basic belief held by Mr. Anderson: ''To make collective bargaining work in the public sector, you have to have either the right to strike or a meaningful alternative. Where neither the strike nor arbitration is legally available to resolve employment disputes, we have witnessed the chaos of illegal and sometimes violent strikes.''
