LEAD: The USX Telecenters Corporation, based in Sunnyvale, Calif., said it would change its name after an out-of-court cash settlement with the giant USX Corporation, formerly known as the United States Steel Corporation. USX Telecenters, a telephone retailing franchiser that had trademark rights to its name, had filed suit against the giant steelmaker in July after learning it had switched its name to USX.
