The crusade by "The CBS Evening News" to stretch the diminishing sound bite has had an unintended consequence: the disappearing sound bite. The "Evening News," the network's showcase news program, responded recently to complaints that politicians do not get enough time to be heard on the evening newscasts by beginning an experiment. It is now requiring that snippets of sound from a Presidential candidate's mouth run at least 30 seconds.

There is no better sign of what the networks think of the Democratic National Convention than the fact that Comedy Central, the all-gag cable network, plans more comprehensive, albeit irreverent, broadcasts of the political spectacle than do ABC, CBS or NBC. Among the options for viewers who want more of the convention than the hour or so of prime-time broadcasts that the major networks plan each night will be Comedy Central's "Indecision '92." Or, for viewers who want less on Tuesday night, CBS will offer little more than brief updates squeezed between innings of the baseball All-Star Game.

Reverent piano music plays in the background, and alongside the people's names are their ages, hometowns and funeral homes. It is the nightly obituary show, broadcast every evening by local television stations in one of the more amazing innovations for spreading information in a city now entering its third month without major local newspapers.

When Gov. Bill Clinton announced his running mate Thursday, many reporters covering him breathed a sigh of relief: they were not scooped. Though the word of Mr. Clinton's choice of Senator Al Gore was all over television and on the wire services before breakfast, no one leaked it to the morning papers. Or did they? Mitchell Locin, who reports on Mr. Clinton for The Chicago Tribune, contends that while few may have noticed, he got the story. He said he learned of the Gore choice about an hour after Mr. Clinton offered the job to the Tennessee Senator, which was just before midnight on Wednesday. He got the article into The Tribune for some of its press run, but too late to get on the front page.

G.M. IN TALKS ON PLANT IN BASQUE AREA

The General Motors Corporation said it was in talks with the Government officials about a vehicle manufacturing plant in Vizcaya province, in northern Spain's Basque region. No decision has been made, a G.M. spokeswoman said. She did not give a timetable for the final decision on possible investment. The spokeswoman was answering questions linked to a report in today's El Pais newspaper that said G.M. might invest 60 billion pesetas ($632 million) in a Vizcaya plant to make sports cars. She was unable to give a planned investment figure, nor could she say what type of vehicles were planned.

TEXAS INSTRUMENTS WINS CONTRACT WITH NAVY

Texas Instruments' defense systems and electronics group said it had won a $202.7 million five-year development contract for the Navy's joint stand-off weapon system. The contract, awarded by the Naval Air Systems Command, is for the engineering and manufacturing development phase of the program. The Navy also has options to contract for other phases that could bring the full contract value to $357 million.

MINOLTA CREDIT RATING DOWNGRADED BY MOODY'S

The Minolta Camera Company, reeling from a $127 million payment to settle a patent infringement suit by Honeywell Inc., suffered another blow yesterday after Moody's Investor Service downgraded its long-term credit rating. Moody's downgraded the long-term debt ratings of Minolta to Ba2 from Baa3 and that of its wholly owned subsidiary Minolta Europe Finance B.V. to Ba2 from Ba1. The $127.5 million settlement payment to Honeywell was a factor in the downgrading because it weakened Minolta's balance sheet, Moody's said. "It's a big payment for this company," said Yoshio Takezawa, a manager at Moody's. In February, a Newark Federal court ruled that Minolta had violated Honeywell's patent on auto-focus technology for camera lenses.

TUCSON ELECTRIC AMENDS ITS REVAMPING PLAN

The Tucson Electric Power Company, a troubled Arizona utility, has amended terms of its proposed restructuring to give the utility's preferred stockholders a greater stake in the company's common stock. Tucson also wants to increase the number of shares of common stock it will issue in the restructuring. Tucson previously proposed to reclassify its preferred stock into 20 percent of the common stock to be outstanding after the restructuring. However, following objections by an adviser to the preferred holders, the utility has proposed to convert the preferred into 30 percent of the common.

Roger Killion, 53 years old, was appointed chief operating officer, a new position, and will be responsible for the firm's day-to-day operations. He was head of sales and trading.
